DESIGN: The design approved by SCDOT and the Towns of Mt. Pleasant and Sullivan’s Island calls for two 14 foot wide lanes, a 5’6” sidewalk situated similar to the current design, and 42 inch railings. It’s a little hard to see on this cross section below but there will be a white line with two-three feet on the roadway providing additional visual safety for bicyclists and pedestrians. There is not enough room to have an AASHTO required 4 ft. designated bike lane. ONE BIG concern has been where they are going to place the drainage holes as those can be very dangerous to bicyclists.

Can a cylclist legally ride to the right of the solid white line if it's not designated as a bike lane? I wouldn't... it enforces the idea that bikes don't belong...
What are the ACTION steps that we can take to get a true bike lane added?
Arrived late to this website, but is there a picture of the cross section mentioned somewhere? I don't see it on the site.
Also SC law is that the bicycle must move over to the right whenever possible to prevent the backup of traffic. So yes, I believe you would be expected to ride your bike to the right of that white line.
That said, who determines the "whenever possible" portion of this law? The only answer can be the cyclist, for it is up to the cyclist to determine what is best in his or her safety interests. I sincerely doubt you could be issued a ticket for not riding to the right of the white line if you felt and had good reason to believe it would cause a safety hazard to you.
The law specifically says that a Bicyclist is not required to ride to the right of the white lane... also "whenever possible" is not the law... but "as near to the right as PRACTICABLE"...
